Personally I would've guessed it's a reference to Ritsuko, since she has been seen during the majority of the series; Her mother only briefly showed up when Rei's past was involved. - Locketeerian

I am referring to two characters both called Dr. Akagi, one mother and one daughter, both from the series Neon Genesis Evangelion. The penguin at the mech depot at the Outpost is a direct reference to all these, in name as well as the fact she gives the player access to mechs. --Locketeerian (talk) 21:27, 15 March 2018 (UTC)
