This doesn't appear to happen in the current version. Specifically, the explosion, or any additional damage is missing after the monster or NPC with the debuff takes additional damage (an amount confirmed to be over the 10 damage listed here) In the times I've used it, the monster visibly takes on the debuff, but no additional effects are apparent.
